The issue was caused by instability of our upstream network provider which is now fixed.

Investigating
We are aware of connectivity issues for Cloud Servers subnet (146.196.54.*) and Cloud Servers may not able to access by remote desktop.
Our engineer is working for the issue and we will continue to provide additional updates going forward.
